Health systems in Yemen face significant challenges that impact the quality of health services provided to the population. Weak governance and ineffective oversight emerge as one of the most prominent issues confronting the health sector. Due to a lack of resources, weak infrastructure, and the absence of appropriate oversight mechanisms, the suffering of the population has increased, and the level of healthcare has deteriorated. This research aims to propose a framework to improve the governance of Yemen's health system, aligning it with local conditions while leveraging global best practices in health system governance to enhance the quality of health services. The study employed a descriptive-analytical approach, reviewing relevant literature and references on health governance and the quality of health services, as well as analyzing successful international experiences and drawing lessons from them. The research reached several key findings, including that the application of governance principles in the health system is considered a cornerstone for improving the quality of health services and ensuring equitable access for all segments of society. Additionally, the study presented a set of recommendations, the most important of which is the adoption of an integrated health governance framework to improve the quality of health services in Yemen, addressing local challenges and benefiting from global best practices. This requires collaboration between the government, the private sector, and civil society, encompassing transparency, accountability, community participation, and efficiency in resource management .
